Job Description:

Duties--- Design, lay out, and prepare a variety of artwork.--- Advises and provides guidance and training to other illustrators, management, and customers.--- Creates original artwork utilizing computer graphics software.--- Researches and recommends equipment, materials, and software to meet current and future production needs.--- Produces and assists in producing materials that support the commander's public affairs goalsRequirements Conditions of Employment--- U.SCitizenship Required--- Males must be registered for Selective Service, see www.sss.gov--- If authorized, PCS will be paid IAW JTR and AF RegulationsIf receiving an authorized PCS, you may be subject to completing/signing a CONUS agreementMore information on PCS requirements, may be found at: https://afciviliancareers.com/regulatory/--- This position is subject to provisions of the DoD Priority Placement Program--- Disclosure of Political Appointments--- Recruitment Incentive may be authorized for this position--- Relocation Incentive may be authorized for this position--- May be required to travel by military or commercial aircraft while on temporary duty.--- Use of fingers is required as well as good eyesight, manual dexterity, and the ability to distinguish basic colors and shades of color.--- Must be able to obtain and maintain a Secret security clearance.--- A pre-employment physical is a condition of employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Illustrating, Series 1020SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systemsExamples of specialized experience includes preparation of graphic presentations of objects, facts, or ideas requiring the use of art media and artistic abilityAppropriate experience may have been gained working as a commercial artist or illustrator in the fields of public information, advertising, or publishing; or by working with technical or scientific equipment, or entomological, biological, medical, or other similar materialOR EDUCATION: Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.BOR J.D., if relatedNOTE: You must submit a copy of your transcriptsOR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%NOTE: You must submit a copy of your transcriptsFEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligibleOne year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 levelTIG applies if you are in a current GS position or held a GS position within the previous 52 weeksNOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirementsKNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1Knowledge of a variety of art methods, techniques, materials, and procedures used in the design, production, and reproduction of visual products2Knowledge of visual design principles such as unity, line, shape, form, arrangement, balance, proportion, contrast, weight, color, and interaction3Skill in drawing and painting, both freehand and with instruments4Ability to utilize a computer graphics program to create original illustrations; and to use other art media such as pen-and-ink, pencils, tempera, acrylics, oils, washes, water colors, pastels, and air brushes5Ability to visualize images and produce an illustration or graphic representation based on the object described6Ability to communicate effectively and work well with others to plan, coordinate, and advise on work effortsPART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time workYou must clearly identify the duties and responsibilities in each position held and the total number of hours per weekVOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional;
