whole-person healthcare and education.Position SummaryThe Chief
Information Officer (CIO) serves as the principal
technology/information security, quality, and data/data analytics
leader for CrescentCare. The role leads the strategic vision for
informatics, data analytics, Quality, HIT, IT, and information
security. The CIO is a critical member of the senior leadership
team and oversees all aspects of CrescentCare's technology needs
from both a long-term strategic perspective as well as day-to-day
business needs. The CIO oversees the partnership development and
management of CrescentCare's internal and external technology
related projects and activities, including the organization's HIT
Strategic Plan, Quality Plan, and Technology and Information
Security Plans.Key Duties and ResponsibilitiesStrategic
- Evaluates and advises the organization's leadership on
strategic priorities to ensure the technology stability of the
organization and that the delivery of healthcare service programs
continues to respond to the needs of both patients and the
community at-large.
- Keeps abreast of changes in the economic environment and
informing leadership and Board members of new developments;
analyzing changes in services across all facets of the
organization, working with leaders to strategize and position their
programs; building relationships with key professionals.
- Develops and monitors productivity in department. Evaluates
monthly informatics and productivity statistics and identifies
trends for leadership review.
- Provides leadership in the development and the continuous
evaluation of short and long-term strategic technology
objectives.
- Provide recommendations to strategically enhance information
systems performance and business opportunities.
- Evaluates and advises on the impact of long-range planning,
introduction of new programs and strategies, and regulatory
action.
- Participates as a member of the agency's senior leadership team
in strategic planning and organizing agency-wide initiatives and
projects.
- Knowledgeable about issues and current practices relating to
health care
- High level of understanding of area resources and systemic
barriersInformation Technology
- Oversees all IT related projects for the organization
- Oversees all IT inventory and IT procurement process.
- Works with all departments to provide IS services and
resources.
- Ensures up-to-date and appropriate technology and applications
training is provided organization wide
- Ensures LMS (Learning Management System) is updated and
available for organization wide virtual training and
compliance.
- Oversees the development and implementation of the organization
Technology and Information Security Plans.Data & Data Analytics
- Responsible for the data analytics of the organization
- Develops strategic plans, policies, and procedures to drive
quality improvement initiatives across the organization.
- Ensures the development of routine, accurate, timely and
meaningful data for the organization to use to improve health
outcomes and drive sound business decisions in impactful ways
- Oversees the implementation and administration all data
analytics and visualization systems
- Responsible for the integrity and security of all the
organization's data and databases.
- Oversees the administration and optimization of all electronic
health record systems for the organization to help improve the
delivery of patient care.
- Oversees the development and implementation of the organization
Data Plan.HIT
- Responsible for all projects, enhancements, security, and
change management related to all electronic health records systems
for the organization.
- Oversees the day-to-day functionality and availability of all
electronic health records systems.Quality
- Ensures appropriate Quality tools and surveys are available to
meet all organizational needs.
- Ensures IT, HIT, Data, and Quality strategies and processes
support organization-wide goals.
- Serves as the Security Officer for the organization. Work
closely with the Privacy Officer to address HIPAA issues and
concerns.
- Oversees the development and implementation of the organization
Quality PlanACCOUNTABILITIES (The "deliverables", specific
activities or key tasks staff member is expected to perform)IT
- Select and implement appropriate technology and infrastructure
to streamline all internal operations and help optimize their
strategic benefits.
- Develop and oversee the IT budget for the organization
- Analyze the costs, value, and risks of information technology
to advise senior leadership team and suggest actions
- Establish systems and processes to evaluate the return on
investment from technologies in order to select the right tools for
the business.
- Develops and successfully implements organizational policies,
procedures, and best practices related to IT and information
security
- Ensures successful onboarding, training offboarding of all
staff, contractors, interns, and volunteers in the electronic
health record and all organizational electronic systems.Quality
- Oversees the quality department of the organization
- Staffs the Quality Committee of the Board of Trustees
- Oversees the staffing and facilitation of the Consumer Advisory
Committee
- Oversees the Quality programs and initiatives of the
organization to implement process improvement measures, improve
health outcomes, and meet organizational goals and other
requirements.
- Ensures delivery and analysis of patient satisfaction survey(s)
and uses the results to drive quality improvement initiatives.
- Ensures regular reports and statistics are provided on CQMs
(Clinical Quality Measures) for the organization.Data & Data
Analytics
- Responsible for annual submission of UDS and RSR on behalf of
the organization
- Responsible for monthly Ryan White A data and invoicing
- Responsible for developing or optimizing methods of data
collection, extraction, and analysis as needed to meet
organizational requirements and goals.
- Develops strategic plans, policies, and procedures related to
organization-wide data integrity, accuracy, and integrationHIT
- Implements and oversees the maintenance of all external data
connections to all electronic health record systems for the
organization.Other
- Develops a yearly workplan
- Fosters and maintains good working relationships with vendors,
partners, funders, and the community.

equivalent requiredWork Experience
- 15+ years of experience working in the IT field required
- 5+ years of IT Director/CIO experience that includes direct
people leadership and management
- 2 years of experience working in health care or non-profit
