obtain and maintain a Secret security clearance. Qualifications In
order to qualify, you must meet the quality level of experience
requirements described in the Office of Personnel Management (OPM)
Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants
will be rated in accordance with the OPM Qualification Standard
Handbook X-118C for the WG-3300 Instrument Work Group. Although a
specific length of time and experience is not required for most
blue-collar positions, you must meet any screen-out element listed,
and show through experience and training that you possess the
quality level of knowledge and skill necessary to perform the
duties of the position at the level for which you are applying.
Qualification requirements emphasis is on the quality of
experience, not necessarily the length of time. The screen out
element for this position is ability to do the work of a PRECISION
MEASUREMENT EQUIPMENT CALIBRATOR without more than normal
supervision. JOB ELEMENTS: Your qualifications will be evaluated on
the basis of your level of knowledge, skills, abilities and/or
competencies in the following areas: 1. Ability to use the full
complement of precision electronic and physical/dimensional
reference, exchange and transfer standards, and complex special
test fixtures, accessories, and panels to accurately quantify
interacting factors complicated by a variety of critical tolerance
values. Knowledge of calibration and certification principles, root
cause analysis principles, and application of calibration technical
data principles in the field of Metrology. 2. Knowledge of circuit
schematics, diagrams, and detailed drawings to effectively
calibrate and certify a variety of complex precision measurement
equipment, instruments, and reference standards using manual
alignment and/or calibrations procedures and/or computer
programming routines to set and adjust equipment operating
parameters. 3. Ability to identify and calculate environmental
effects (e.g., air pressure and local variations in gravity) using
high precision electrical measurement techniques (e.g.,
four-terminal resistance measurements to compensate for contact
resistance and thermal electromotive force; grounding and shielding
schemes to compensate for electromagnetic interference); applying
temperature and humidity readings to physical coefficient of
expansion calculations for dimensional measurements. 4. Ability to
install major modifications to instruments and equipment; apply
established techniques and methods of repair, testing, alignment,
and calibration of equipment. Able to use electronic circuits,
transducer, pressure, torque, optics, flow, dimensional, hardness,
vibration measuring equipment etc., and automated systems to
measure parameters to determine the performance characteristic and
accuracy of other instruments and test equipment. 5. Knowledge of
maintenance data collection and completion of AFTO Forms required
to meet the requirements of a PMEL Quality Management System.
Ability to use computers and metrology-based data collection
systems such as Precision Measurement Equipment Automated
Management System (PAMS) to document, track and store data
necessary for traceability, quality management requirements and 3rd
party laboratory certification requirements. 6. Able to maintain
tools, and a safe work environment. Able to understand and use
Safety Data Sheets and PPE. Physical Effort: Frequently lifts and
carries, unassisted, items weighing up to 40 pounds. Sometimes
required to lift and carry items weighing more than 40 pounds with
the help of weight handling equipment or with assistance from other
workers. The work requires working in a sitting position for
extended periods of time, and frequent standing, walking, bending,
crouching, reaching, and stooping are required. Some work may
require the aid of magnifying lenses, eye loops, or other devices
to accomplish repairs on miniature components. Working Conditions:
Employee typically works in well-lighted, heated, and ventilated
areas. May be required to work in environments where special
garments including head coverings, shoe coverings, gloves, and/or
coveralls are required. May be required to work at remote user
locations under variable conditions. Exposed to high pressure
systems, periodic hazardous noise levels, and the possibility of
cuts & bruises, electric shock, burns from electrical or RF energy
or hot solder and minor cuts or bruises. PART-TIME OR UNPAID
EXPERIENCE: Credit will be given for appropriate unpaid and or
part-time work. You must clearly identify the duties and
responsibilities in each position held and the total number of
